Who Dumped All That Free Speech on My Lawn?


A lively conversation blew through the Ypsilanti, Michigan message boards this week, like discarded coupons churning in the wind. Residents are tired of finding local news site AnnArbor.com's weekly add papers strewn about their property. Rather than just complain, they've taken to SeeClickFix to exchange information and find a solution.

It's proven surprisingly difficult for neighbors to get the news company to stop tossing the so-called "trash packets" on their lawns, even after notifying customer service. Delivery of free papers is protected by the first amendment, a reality which has left at least one neighbor asking,
"is AnnArbor.com asserting that their first amendment rights trump our property rights?" And should newspapers composed of 85% advertisements be protected by the 1st amendment to begin with?

The thread was started three months ago by neighborhood activist and blogger Kurt Anschuetz, who complained that the automatically delivered papers are getting caught in a neighbor's snow blower. "
Not only are these papers a waste of resources, they create a mess, and they let thieves know when people are not around to pick them up" Anschuetz wrote.

Other neighbors seconded his opinion. Christina wrote,

Aside from making our neighborhood look like a plastic bag/paper dump, another thing that irritates me about this issue is that we subscribe to the Sunday paper and still receive the free Community News. What a waste of paper and plastic.
Chris also emphasized the wastefulness: "When I go running in the neighborhood, especially in the winter, I see hundreds of their unsolicited papers rotting in driveways, yards, sidewalks, even streets. It's a shame they can't be fined for littering, as they should be."

Not long after the initial posts, an AnnArbor.com blogger posted that the website is happy to take houses off their routes if neighbors call in to make that request. But according to the comments from other neighbors, it's easier said than done. Several neighbors reported that they found the paper on their lawns or in their driveways even after calling to opt-out of the free delivery.

Anschuetz wrote that he learned in conversations with attorneys that "
anyone can throw anything on the lawns as long as there is 15% 'news'" content. The other 85% can be adds. Neighbors began plotting demonstrations involving dumping their reserves of coupons on the grounds of AnnArbor.com's headquarters.

But there were eventual signs of hope. One neighbor posted an article from Louisville, where the city had voted to ban such publications from being disseminated. A second neighbor posted a letter from AnnArbor.com, apologizing for their delay in discontinuing the delivery and promising to cancel all deliveries in the areas were neighbors had complained.

A final neighbor followed up to say that he had gone a full weekend without getting a single paper.

It's unclear whether the newspaper will keep its promise and permanently cease its delivery to the homes of disgruntled neighbors. But it was interesting to see the way that neighbors took ownership of SeeClickFix to disseminate information, post their success stories, and even debate constitutional amendments.

EveryBlock Partners With SeeClickFix


In January 2008, right around the time when SeeClickFix was getting started, a great start-up called EveryBlock was being launched. EveryBlock provides tons of great local data to citizens in most major US cities. Since that time we have received tons of requests from users to work with EveryBlock to display SeeClickFix data.

We are really excited to announce that Dan O'Neil and Adrian Holovaty at EveryBlock have made that possible today and are integrating the display of SeeClickFix data into their site.

As SeeClickFix's API is not finalized and is still looking for feedback here EveryBlock users will have to click through to SeeClickFix to comment on issues. Once the SCF API is finalized we will work with EveryBlock to create the write connection to SeeClickFix as well.

It Takes a Village 2.0 to Fix a Street

Tucson's Chantilly Drive had more holes than Chantilly lace. On the SeeClickFix page for the issue, citizens called it a "mine field," "an obstacle course" and "a wagon trail from the 1800's." One neighbor counted 50 holes, some bigger than the hood of a car.

It took 3 months and the support of 42 citizens to get the street repaved. But after some persistence, some frustration, and some threats of revolution, Tucson finally sent out the work crews on April 20.

Sometimes it takes a village to fix a street.

Perhaps it was the SCF users' energized posts that caught Tuscon's attention. Tuscon resident Marty Starks wrote, "Everything - man, woman, child, animal, bicycle, car, truck, SCHOOL BUS - must zigzag the entire block! And, STILL, one cannot avoid all the potholes."

And Barbara agreed–"Even walking on Chantilly is dangerous. There are so many potholes someone is going to break a leg ... This might be THE WORST collection of potholes in the city."

A third user named Bill said that the community was putting the city on notice: either fix the problems or we're kicking out the city council.

Luckily it didn't take a coup to fix Chantilly. An understated post on Wednesday afternoon proved to be a game-changer. "Chantilly has been taken care of," wrote a user named "streets," presumably the City of Tucson's street division.

The city's fix thrilled the neighbors, who suggested standing by to applaud the laborers as if it were a parade. Bill was particularly surprised by the thoroughness of the job: "Unbelievable!! They are now putting down a second layer of chip and seal!! We're getting the gold medal treatment!!"

Marty took his car out for a spin on the new, smooth, pavement: "Oh Happy Day!
I had to drive my car up and down it, just for the thrill! Thank you very much."

And Linda's confidence in the efficacy of city government was restored:
I never had much faith in one or two people being hear by the city [...] and that was true. It took the whole neighborhood to express their feeling, and the city people ... really listened. Good for you and good for us. Thanks so much for responding to a situation that needed much attention. (as edited by author)
Linda makes an important point. While it took a long time to get this street fixed, it was only possible because the community came together around the issue and persisted. SeeClickFix was central to their efforts to communicate and advocate for their needs and elicit a response from the city. If only one or two people had complained, who knows how much longer it could have taken.

While the papers have had the widgets up for a week already, today marked the hard launch of the new service. Yesterday we posted their corporate press release, and today each local site came out with its own personal plug for SeeClickFix's widgets.

City governments in these communities are on board as well. Trenton Public Works Director Eric Jackson called Trenton and SeeClickFix a “perfect partnership":
“We frequently talk about building alliances between business, community and government. This represents the essence of that goal. The community becomes the eyes and ears for government and we can respond appropriately,”
JRC sites like The Morning Sun, The Daily Freeman, The Middletown Press, The Troy Record, The Landsdale Reporter, and others all put out similarly exuberant statements about their sites' newest features.

Mashed Up, Craig's Listed

Two Social Media monarchs smiled on SeeClickFix today: Mashable CEO Pete Cashmore and Craig's List Founder Craig Newmark. Newmark profiled SeeClickFix in a blog entry on Mashable called "How Social Media Can Effect Real Social and Governmental Change." Cashmore subsequently tweeted the post out to his nearly 2 million followers.

Newmark called SeeClickFix capable of "substantial social and governmental change" by "improving the efficiency and transparency of government." He complimented our mobile apps and our open API, in particular.

SeeClickFix working with 311 Call Centers

Some cities with 311 Call Centers might have the knee-jerk reaction of resisting open-data platforms like SeeClickFix, even though it offers more transparency and better user experience. Yet our experience has been that many cities are willing to experiment with combining the utility of both systems. Consider this recent case from Chattanooga, TN.

A month ago, local blogger Jason Kelley was strolling around his neighborhood of Highland Park, when he spotted a house so blighted that not even Extreme Home Makeover could've saved it. He snapped a photo and posted a report on SeeClickFix. Chattanooga 311 immediately notified him that the city would take care of the problem.

Yesterday, he stopped by the crumbling property to find that the city had ripped it out, from the foundation on up. It was gone without a trace.

"Imagine my surprise when I walked past the structure formerly known as 1003 S. Hickory St. [...] which I reported as 'House is barely standing — should be considered for condemnation,' and the entire property was now gone!" Kelley wrote in a blog post on Tuesday.

Of the 17 issues he posted, 15 have already been fixed one month later. Kelley makes a great case for why SeeClickFix is useful even for cities that already have 311 Call Center, like Chattanooga:

"Anyone who’s made at least a few calls has run into the inevitable difficulties of asking city employees over the phone to take a closer look at something they’d rather not have to deal with. Occasional long hold times, difficulty in tracking requests, and an inability to determine when certain issues have been dealt with all make the call center model hard to deal with."

A few years ago, the city’s 311 model would have been top of the line. But in the age of web 2.0, it’s a little dated."

We agree. The challenge is getting cities who already have 311 services to see things Kelley and our way. While Call Center workers might worry that SeeClickFix will create "more work" for them, there are ways that it could make their job easier.

If more people used SeeClickFix, it might make service request "rush hours" like lunchtime less stressful for call center workers. Rather than playing muzak, automated responses could direct callers who are waiting on hold to report their issue through SeeClickFix. Features like GPS and voting on issues to prioritize their fixing
can help call centers and public works departments efficiently and accurately target pressing concerns.

Kelley points out that SeeClickFix is be useful for major issues where "community support would make a difference." And for many other issues, he writes that "nothing beats good, old-fashioned trash bags" deployed by conscientious citizens.

Hats off to Hollywood, FL

The SeeClickFix Team wants to give a long-overdue shout out to Hollywood, FL for having some of the best public servants in the country. This is one city where requests for city services - or even complaints about quality-of-life issues - are not seen as a nuisance. Instead, citizens can expect that Hollywood city officials will take an interest in their report and look into it personally. The list of fixed issues on their community page shows their commitment to their constituents.

If an issue is in the city's power to resolve, the citizen can rest assured that someone will be dispatched shortly. If it is more complex - as many community issues are - then they can expect a detailed explanation of the different factors involved from someone who knows what they are talking about, as well as an update on what immediate action has been taken.

Take as an example this issue that was reported about the impact of some traffic changes: William was concerned about an abandoned house on Van Buren St. which had been recently broken into, so he reported it on SeeClickFix. Cheryl Lahoud, the Citizens' Service Coordinator, responded to him within three days that Lead Code Compliance Officer Jim McGee had checked up on the house in question. She gave us his full report, including the specific infractions for which a Notice of Violation had been issued. Furthermore, she informed William that Officer Rios of the Hollywood PD had been alerted. Though he had already been aware of this situation, he made clear that he would continue making an effort to monitor the property on both afternoon and midnight shifts.

Too often, the public servants who handle citizens' service requests go unapplauded. When times are good, citizens simply think of that as the status quo; when things go wrong, some among us will always be ready to complain. One benefit of increased transparency is that we get to learn just how much work the government is doing on our behalf. When they are slow to act, then we can hold them accountable. But in cases like this, where our public servants are working diligently for our benefit, we see their effort and can give them the credit they deserve.

Citizens as Public Sensors

SeeClickFix is redefining the meaning of citizenship. At least according to the The O'Reilly Radar, which posted excerpts from an interview with Ben in a blog post on Monday. Blogger James Turner wrote that SeeClickFix is unique in prioritizing citizens in the Gov 2.0 equation: "SeeClickFix believes that the citizens may have as much to offer local government as the government may have to offer to the people," by collecting and reporting data on the street.

This post made waves in the techie blogosphere and was picked up by Slashdot, which featured a snippet of an interview with Jeff.

Solving neighborhood violence with technology?

The recent spate of violence in the Newhallville and Dixwell neighborhoods of New Haven is reminiscent of my childhood here in the early 90's. Some of the 8 murder victims of the last weeks are my peers. Late 20's early 30's gang members out of prison out and looking to regain control of their neighborhoods. Last Saturday evening police flooded the neighborhood to try and curb the violence with 15 extra units. They left the neighborhood at 3:00 am. At 4:00 Am two men were shot to death.

On the other side of this 120,000 person town you would not know that there was a "crisis level" turf war occurring right unless of course you read the local news. The comments section of both nhregister.com and newhavenindependent.org are filled with comments from residents feeling helpless and sending their sympathies to families of the victims to people feeling righteous in their decision to live in the suburbs. I can't help but think that , despite some of the truly nasty and insensitive comments on these forums, having a place for people to express their true feelings on local tragedy is important.

Having a good forum for expressing our concerns might actually be the the first technical implementation of a solution. As someone who has seen communities solve problems with technology and social enterprise I find myself looking to this situation and wondering if there are others modern solutions that did not exist when I was growing up in the 90's.



One might suggest that acting on the broken windows theory with tools like SeeClickFix might curb long term violence and crime. (This also happens to be the neighborhood where 40 street lights were out for two years)

That's one solution but clearly not the ultimate one. (SeeClickFix has existed for two years in New Haven and we still have urban violence). I am curious if anyone has thoughts or suggestions as to new solutions that might resolve this persistent problem. It might seem wildly idealist that I believe that there is a technical solution, but to not question its existence would be irresponsible as social entrepreneurs.

So let's have it. There are wars going on in our neighborhoods that are so accepted that they get substantially less press than a single murder

Graffiti Doesn't Always Have an Address

Worcester residents turned to SeeClickFix to get graffiti removed from a historic monument and popular hiking destination. The Deed Rock (pictured above) is actually an antique legal document from the mid-19th Century. According to the "deed", Solomon Parsons, a devout (and legally savvy) Christian, permanently established God's ownership of the surrounding woods by inscribing the contract's 215 words into stone.

Unfortunately he forgot to carve out a street address for the rock, a necessary piece of information for Worcester's conventional service request forms.

In comments on a blog post that drew attention to the SeeClickFix issue, readers pointed out that Worcester's online issue reporting system is useless if the problem isn't associated with an address. On the other hand, SeeClickFix's use of GPS locating works perfectly for such problems. Public Works officials will know exactly where to go to clean up the rock's graffiti.

Solomon Parsons would be proud.

Fixing Tallahassee

A new widget went live on Tallahassee.com yesterday, the Gannett website for the Tallahassee Democrat. Tallahassee residents must have been clamoring for ways to advocate for their concerns. As of yesterday morning, there were zero issues posted on Tallahassee's SeeClickFix homepage. It's only been 24 hours, and there are already nearly 50 issues posted!

What's That Smell?

Something was in the air in Charlotte, NC. Gassy odors grabbed the attention of SCF users and eventually the local news media, whose coverage of the problem led to a fix.

Charlotte's local CBS station WBTV added a SeeClickFix widget to their website in mid-February, and began featuring SCF issues on morning news. We blogged about their first such story--a residential neighborhood where drivers ignored the speed limit. News Anchor Christine Nelson grabbed a radar gun and investigated the area to see for herself whether or not speeding was a problem.

Since then, WBTV has added a number of short investigative segments based on SeeClickFix, running the gamut from traffic light timings, to broken water pipes, to garbage heaps in the woods.
A recent SCF post prompted the investigation of a municipal mystery over the course of two news segments. A driver posted about a "strong gas smell" on SCF.


Nelson headed out to the gassy overpass and traced the origins of the smell to a partially open manhole. Then she contacted a local utilities company and the city to get some answers. Both entities were unhelpful at first. The city said that they never would have left a manhole exposed like Nelson found it and blamed the utility company. The utility company said they had no knowledge of the problem, and the first segment left off as an unsolved mystery, with the onus on the gas company to come up with some answers.
